TREASURERS  REPORT – November 2016

As shown in the financial statement for GACA over the past year, there was $1110 in Revenue primarily from Memberships sold and $693 in Expenses leaving $417 in Net Operating Revenue.

We also currently have $500 in a Reserve Fund as a Contingency to ‘review and lobby on behalf of the community on City planning initiatives and development applications’. There is a provision to add $200 to this Reserve Fund per last fall’s Executive meeting.

1. Call to Order

The meeting was called to order at 6:32.

2. Welcome and President’s Report

Scott Blurton introduced himself and spoke a bit about the history of our Association and some of the developments happening in our area.

3. Meet the Directors of GACA

Current directors are: Scott Blurton (President), Sylvia Milne (Past President), Chris    McCann (Treasurer), Darlene Charron and Peggy Kampouris (Secretaries), Maeve McMahon, Ron Poirier, Brenda Quinlan and Sue Stefko. Our webmaster is David Perkins.

4. Approval of agenda

The motion to approve the agenda was put forth by Lori Hill and seconded by Doug Milne. Unanimous approval by all in attendance.

5. Approval of minutes of Annual Meeting, October 28th, 2015.

The motion to approve the minutes from October 2015 was put forth by Peggy Kampouris and seconded by Ron Poirier. Unanimous approval by all in attendance.

8. Committee Reports – Part 1

a) Treasurer– Chris McCann

Scott presented G.A.C.A.’s Income Statement as Chris was unable to attend the  meeting.

Total Revenue: $1110

c) Parks and Recreation – Sue Stefko

Sue spoke about the history of Dalhousie South Park (built 25 years ago).

Slated for renewal in 2017.

Results of survey about the park from residents:

  • Leaving some green space for soccer and other sports’ activities
  • Multi-age play structure
  • Swing set  (Note: This is challenging due to lack of space.)
  • Keeping good seating in park.

Sue is hoping to have another large-scale event in the park this year.

Sue also spoke about the piece of land between Carling and Maclean (top of hill on Bell Street South, across from townhouses at 387, 389, 391 and 393 Bell Street South).

d) Traffic/Safety/Security– Peggy Kampouris

  • Peggy spoke about the “Community Safety Audit” which was completed 2 years ago.
  • Safety and security are ongoing concerns on Henry Lane. This is the area between Bell and Lebreton. There have been garage break-ins, car break-ins and prowlers due to lack of good lighting.

The City Bylaw does not allow for lighting to be put on the Lane. However, a “Freedom of Information” request has been submitted to the City in hopes of finding more reports of crime in the Lane.

  • Another workshop on safety and crime is planned with Constable Dawn Neilly, our Ottawa Police Community Police Centre Officer. Constable Neilly can be reached at 613-236-1222 ext. 5871.

b)  Membership and e) Planning     **To be done after Councillor David Chernushenko’s speech.

7. Keynote Speaker: David Chernushenko, Capital Ward Councillor

David spoke about the STEP program and was able to tell us that the two priorities for November would be:

1) Red Light Running

2) Coming to a complete stop at STOP signs.

  • Residents can request access to information for any statistics.
  • David mentioned that “No call is too little”. In the cases of “Smash and Grab”, if the police don’t know about it, then they can’t do anything about it.
  • Taggart Building (265 Carling): Rezoning was approved but “modifications remain to be seen.”
  • 289 Carling:
    • Federally owned. Declared surplus.
    • Currently, there are 11,000 people on waiting list for affordable housing.
    • “Housing for Homelessness”: Caretaker, agency would be required.
    • Project is only at the beginning stage. City must wait to see if they have the right to build a particular residence or agency.
    • Many examples of agencies running residences to meet the needs already exist in our city.
    • 55 Bachelor units. Single people need stable housing; need to be close to transportation.
    • Agency to be selected would be one that has the means to run a safe residence (reputable, maintenance, surveillance)
    • The City is not allowed to discriminate.
    • David reminded everyone that he ran on the platform of “Affordable Housing” when sought to be re-elected to our Ward.
    • Concerns/questions from people in attendance:
      • Decrease in Property Values?
        • According to David, loitering on sidewalks, graffiti, and litter on sidewalks bring down property values.
      • What level of service will be in the proposed building?
      • What about services and transit for the new residents? Better transit access
        • (Bronson and Carling are already dealing with traffic and bus issues.
        • Bronson Avenue is known as “an arterial main street”.)
      • Where are the resources for these people?
      • Where are the jobs?
      • Who is the service provider?
      • Who is the client?
    • Stages of the Proposal:
      • The city was granted “permission to acquire the land for a $1”.
      • David was informed in June. He was only given notice of the Planning Committee 6 days ahead.
      • In order for the city to get monies:
        • What is the concept?
        • Zoned for what height?
      • First Stage: When the City has applied and gotten the grant from the government.
      • Second Stage: Out for tender to an agency. Proposals are brought to the Planning   Committee.
      • Not faster than 3 years for it to be built.
    • More Questions from the Floor: 
      • Will the City go ahead if only one proposal is submitted?
      • We keep hearing that land in our area is so expensive, yet we have a lot of residents needing a grocery store. How come a Sobey’s was built downtown at 193 Metcalfe (between Nepean and Lisgar)?
      • What about “Inclusionary Zoning?”
        • Answer: This is not in Ontario yet.
        • No one wants “ghettoization”. The City is moving towards mixed-use residences.
        • Check with MP Catherine McKenna in terms of Federal Land Transfers.

Sylvia thanked members of G.A.C.A. and “Members at large” who have been involved with Planning and Consultation.

  • Density – Double the density is in play

We may have a better chance of winning an appeal than we did more than 3 years ago.

b) Membership – Brenda Quinlan

Brenda thanked her canvassers who covered various areas seeking to sign up members. We now have 98 members, with hopes of registering more. Memberships expire April 2017.

9. Nomination and Election of Directors for 2017

Scott thanked the Board members for all of their hard work this past year. In particular, he mentioned two who are not seeking re-election due to other volunteer commitments: Brenda Quinlan and Ron Poirier.

2. Amendments/Approval of Agenda

  • Chris suggested correction of Item #7 under “Planning” from 590 Bank Street to 890/900 Bank Street
  • Brenda suggested an additional item for AGM planning.

3. Amendments/Acceptance of minutes of Last Meeting (from June 15, 2016).

4. Business Arising from Minutes from June 15, 2016

  • Lighting on Henry Lane. Peggy sends her regrets that she wasn’t able to get the police statistics before this meeting as she hasn’t sent the request for F.O.I. (Freedom of Information) yet.
  • Sylvia noted that they had several bike thefts over the summer at “The Lakelander” condominium on Cambridge Street. The suspect has been caught.
  • Thank You Certificates for the spring “Cleaning the Capital” (for “Abbas” and “Tim Horton’s on Bronson Avenue):  Peggy sent the revised versions to Darlene. Darlene will print them off and have Scott sign them.

5. Parks – Sue Stefko

  • Transfer update of the Booth Street complex – Delayed until November. No reason given. Not due to contamination. Everyone has good intentions. May be due to negotiations with CLC. There is a possibility that this site may be debated as a location for the new Civic Hospital.
  • This may require sending a letter to the MP with the support of the G.A.C.A. and G.C.A. Sue will contact Christine McAllister, President of GCA, for a joint correspondence to Councillor Chernushenko’s office.
  • Sue will also contact Catherine McKenna’s office: https://cmckenna.liberal.ca/
  • Design consultation with Chernushenko’s office with park designer for Dalhousie Park South. Having difficulty getting it together. The pre-consultation will be held on September 28th at Sue’s place. Still trying to get a price list for the equipment available.
  • Cleaning Up the Capital: Sue created some posters and will put them up. Sylvia and Scott will put up the posters in their buildings.

*Correction for the day of the Clean-up. It is being held on the Sunday at 10:00 a.m. Scott will resend the email as it contained the same error.

7. Planning – Chris McCann

a) 265 Carling Avenue – Sylvia

  • Taggart has a new partner for retirement suites. They want to build but didn’t have too many answers to their questions. They will go back to the developer for more details.
  • 90 parking units are reserved to the tenants of the original building. The remainder of parking spots will go to the residents.
  • Entrance and exit are major concerns. Bronson is out as the main entrance, as is Carling Avenue. Cambridge Street South is now the current option (right across from “The Lakelander”).
  • There is a planning meeting with the developer on October 5th and October 12th. There is a need to send out an email to our members. Sylvia will draft email and Scott will send out email.
  • Motion from Sylvia to spend $50 to book the King’s Daughters Meeting Room for the meeting with Taggart on October 5th. Forwarded by Darlene, seconded by Scott. Approved.

b) 890/900 Bank Street – Chris McCann

  • GCA Planning Chair (Carolyn) had drafted a motion to submit to GCA as a result of several meetings. The motion  basically said that she was in favour of the location of the Beer Store with a development of 4 stories high. However, that the GCA would allow to go higher if they respected the 45 degree angle line of sight with portion of building that doesn’t abut Monk Street. Chris had suggested a friendly amendment that such a position would not be precedent-setting.
  • Development proposal for Bronson and Carling was original 15 stories down to 6 stories, below city limit parking.

8. Membership – Brenda Quinlan

  • 98 memberships sold as of July, 2016 (91 memberships sold in 2015).
  • 27 are new memberships.
  • 13 members (consisting of Board Members and Members at Large) assisted with sales.
  • A personal email was sent to 22 residents who did not renew in 2016. Negligible response.
  • Brenda gave a presentation to the Glasgow Condominium Board (corner of Powell and Bronson) on June 29th. The board stated that they would discuss a membership, but no response yet. Brenda attempted a few times to get an answer from them.
  • Brenda approached two Board members from the Powell Lofts to ask for an opportunity to meet with the Board. No response.

9. FCA Report – Scott

Not much to report at this time.

10. Glebe Report – Items to be submitted.

Sylvia reported that Doug will no longer be able to write the monthly report.

Scott will be responsible from here on in.

11. Other Business

  • AGM planning

First choice is to meet Thursday, November 3rd from 6:30 to 8:30 PM. Scott will book the room at the Glebe Community Centre.

GACA 2016 AGM – Security Committee Update

  4. Ottawa’s Selective Traffic Enforcement Program (STEP) is implemented under the banner of Safer Roads Ottawa.  Each month, two traffic safety priorities (themes) are highlighted for additional enforcement.   In terms of timing of specific themes, consideration is given to the following:
    • Annual national / provincial campaigns
    • Seasonal road safety topics  (e.g.. impaired driving in December and school bus / school zone traffic safety in September and March)
    • Dates of Safer Roads Ottawa campaigns and initiatives

  5. Speeding remains one of the top causes of injuries and fatalities on Ontario Roadways.  In 2015, the Ottawa Police issued 15,318 tickets for speeding.  This number was up 370 from 2014.

Call to order and welcome

Glebe Annex Community Association (GACA) president, Sylvia Milne, called the meeting to order at 6:35pm. She welcomed all in attendance and thanked them for coming to the Annual General Meeting (AGM). Sylvia introduced the GACA Directors in attendance.

Approval of the agenda

Scott Blurton moved to approve the meeting’s agenda; this was seconded by Chris McCann. All present were in favour.

Approval of the minutes of the 2014 AGM

Peggy Kampouris moved to approve the minutes from the 2014 AGM; this was seconded by Chris McCann. All present were in favour.

Business arising from the 2014 minutes

There was no business arising from the 2014 AGM minutes.

Councillor’s report

Councillor David Chernushenko said he was pleased to “join this small but merry group.”

The tapering off of the surge in condo development is leaving the status of many properties in the Glebe Annex area in question. Currently, Summerhill Development is planning a purpose-built apartment building for students near Bronson and Carling. For the most part, he said, he was impressed with what was presented. He added that the response from the Dow’s Lake Community Association to the presentation was quite positive.

Councillor Chernushenko said he is in favour of the construction of more rental units in all neighbourhoods. “A lack of rentals leads to a lack of diversity,” he said.

In terms of other big projects, the Councillor mentioned the Bronson Avenue renewal project and the Queensway ramps. He said consultation on the former will begin in earnest this winter. The main objective is to look at ways to calm the traffic and make the street more liveable even as it continues to carry a lot of volume.

Finally, he added that he is willing to work with GACA on the Dalhousie South Park and other green spaces in the area. Green, recreation space is in short supply in the Annex, he said.

Maeve McMahon asked the Councillor about the story of an elderly woman who was charged by the city for not mowing her lawn. She asked if there is a role that community associations can play to help seniors and other vulnerable populations in the community.

Councillor Chernushenko said there is a program called Snow Angels that helps seniors with snow shovelling. There is a similar service for lawn mowing. He said he would be better about publicizing these available services. He added that the city has a 211 service that connects people in need with available social services. Again, the existence of this 211 service could be better communicated to the general public.

Responding to a question about the possible impact of the new federal government, the Councillor said that he is happy to see that the government has made a commitment to be more aggressive regarding combatting climate change. He said that MP McKenna has also made a commitment to work with the Councillor and the MPP to get the foot bridge built across the canal.

Responding to a question about the intersection at Carling and Bronson, the Councillor said that the last evaluation of that intersection was done in 2010. It is relatively simple to tweak the timing of the lights, he said, but any more significant change to the way the intersection is constructed requires a major infrastructure investment. As part of the Bronson Avenue renewal project, he said, it might be possible to look at an intersection redesign. One interesting option is called a pedestrian scramble. In terms of speeding on the street, the Councillor said he will look at what can be done; however, it ultimately comes down to the allocation of resources.

Speaking about bus routes west bound from Bronson to Preston, the Councillor said all bus routes are being reviewed as part of the LRT project. Many routes will change because the focus of transit in the city will change with the introduction of LRT.

Sylvia thanked Councillor Chernushenko for attending the meeting.

Scams against seniors – how to recognize them/protect yourself

Constable Matt Hunt introduced himself as the Community Police Officer for centretown and the Glebe. He explained that there are four Community Police Officers who work in the downtown area.

Constable Hunt said that many people do not understand when they should call 911. 911 is to be used in an emergency or when there is a crime in progress. He said he isn’t sure that he believes that crime is down in Ottawa; he thinks that reported crime is down. He said it is difficult to get the necessary resources into specific areas if crime isn’t accurately reported. He said his main message is to encourage people to call the police when they witness a crime or are the victim of a crime.

Constable Hunt turned the group’s attention to “The Little Black Book of Frauds”—a resource to help people protect themselves against scams, including those perpetrated on the phone, online and door-to-door. He urged people to contact the police if they have been the victim of fraud. That is the only way we can get an accurate picture of crime in Ottawa, he said.

Committee reports

President’s report

Sylvia Milne said that it was her pleasure to serve as GACA’s president and to work with the board to continue in carrying out the stated mission of the Association: to promote, foster and protect the interests of the community. The Association’s activities are aimed at building a more vibrant, liveable and safer community, to strengthen relationships within our neighbourhood, and to empower residents of our neighbourhood through community involvement.

The Association works in a variety of areas: parks and community beautification, planning and development, traffic, and safety.

Treasurer’s report

Chris McCann reported that Association revenue is generated through the sale of memberships and, occasionally, through neighbourhood activities that raise some funds; expenses are limited and include membership in FCA and payment to the Glebe Community Association. GACA closed the year with a balance of $336. The Association also started a contingency fund (currently at $500) to help lobby the city as required.

Membership Committee report

Brenda Quinlan told the group that membership is critical to the success of the Association. Buying a membership signals a person’s support of what the Association is trying to achieve. There are currently 91 memberships that are set to expire on December 31, 2015; an additional 9 new/renewed memberships will expire in April 2017. Brenda said that the annual membership drive will take place in the spring rather than the traditional fall season. Brenda urged everyone to contact her if they have suggestions to improve the membership process.

Parks/recreation/beautification Committee report

Sue Stefko said that this committee has worked to improve the safety in Dalhousie South Park by getting the city to lower the park sign so that children can no longer crawl under it. She added that the play equipment in this park is scheduled for renewal in 2017. She said the committee is lobbying the city to assign a designer to the park so that the renewal process can proceed with no delays.

Sue added that the committee is working with PWGSC to see if there is anything that can be done with the small slice of land that it owns on the west side of Bell St. South near Maclean Street. This currently vacant land could be used as a community garden or a dog run.

She urged people to call 311 or email the city to report garbage or graffiti in the neighbourhood.

Traffic/safety/security Committee report

Peggy Kampouris said that cut-through traffic remains an issue in our neighbourhood. Two traffic studies have been conducted (in 2005 and 2010); however, consensus could not be reached in the community on possible traffic calming measures. The Preston Street BIA has similar concerns about the need to cut through our neighbourhood, and it has proposed the construction of an additional Queensway on-ramp at Booth Street. Despite support from the surrounding community associations, the city did not agree to fund further development of this proposal. The Preston Street BIA has now decided to try to get this project included in the next Transportation Master Plan.

In terms of security, Peggy said the city has installed LED lights in various locations around the neighbourhood.

She echoed Constable Hunt, urging residents to report any incidents to the police.

Federation of Citizens’ Assemblies report

Scott Blurton told the group that the FCA is active in many areas of interest to GACA, including access to public spaces in winter, the city’s upcoming strategic plan, community mailboxes and the ambassador program (which provides a link for developers at City Hall).

4. Business arising from the previous meeting

i) Henry Lane Lighting

Carrie mentioned at the last meeting that the lights would turn off on Thursday evenings. Maeve called City Hall and talked to Jill about the issue. Jill was very responsive and took all of the information. Two work crews showed up the next day. Unfortunately, the light is still not working at dusk but it does turn on at 11 p.m.

George St-Michael works with Jill at the Lighting Department. He was told that the light is still not working. Neither of the lights on Henry Lane is working.

Suggestion: Getting the Lane into a police report may help.

ii) Parks and Recreation

Still no word has been received on the empty lot across from 393, 391, 389 and 387 Bell Street South. Sue had been in contact with the MP. The land, originally owned by SNC Lavallin, (PWGSC) is now operated by Brownfield on a contract.

Results from Membership Survey regarding the lot (from Membership Drive Blitz) will be shared at the next meeting (June 15th).

5. Community Report: Henry Lane Meeting

A meeting regarding Henry Lane concerns was held with a member of David Chernushenko’s office on Monday, May 16th.

Justin mentioned that due to budget limitations, the city may not have funds for this project this year. No commitment by City Hall but it is under consideration.

However, every Lane should have a light standard.

Sylvia offered that one light may be appropriate for the time being and a marker at the other end.

It was noted when the group did their walk-about:

  • That on the Lane, there was a property owner who had extended his property into the Lane (between Bell and Lebreton) and as a result, there was no access from Henry Lane for cars.
  • The asphalt is in very rough shape (noted by city official).
  • Liability/Safety issue.
  • City should be plowing the Lane.
  • City official took down the address of the house owned by the late Mrs. Schnob.

Action: To be brought forward at next meeting.

7. Bike Rodeos – Reminder of details

Brenda has drafted a poster and David has printed and distributed the posters (including tacking the posters to telephone poles).

Saturday, June 4th: Bike rodeo for children ages 6 to 10 from 1 p.m. to 3 p.m.. Government of Canada parking lot on Lebreton Street (at Carling). Rain date: Sunday, June 5th from 10 to 12.

Free registration. Pre-registration required.

Action: Brenda put together an ad for posting on the G.A.C.A. website.

Darlene forwarded the ad to principal of St. Anthony School to advertise/promote the event.

Update: Principal advertised the event on the school’s Facebook page.

Thursday, June 9th: Bike rodeo for adults / Tran-Bike Commuters from 9:30 a.m. to 3:30 p.m. Maximum of 6 participants.

Includes theory, cycling skills and on-road comments. Free of charge but need to register. Registration on a first-come, first- served basis.

Registration can either be done by email or by phone to Brenda.

Rain date: Friday, June 10th

Action: Brenda drafted an email for Scott to forward to our database.

8. Planning and Development – 

Sylvia Milne reporting for Chris McCann

As of the last GCA Planning Committee meeting of May 10th, all of these proposals were on hold either with the developer, or the City:

  • 880-900 Bank Street (Beer Store/Mr. Muffler)

Sylvia and Scott attended the meeting. A lot of concern has been raised by residents. The GCA PC is waiting for revised documents from the City/developer prior to a formal 28 day public comment period. This proposal is reviewed in more detail on page 20 of the May 13, 2016 Glebe Report. No proposal submitted yet to city. Height of 8 stories, above zoning.   • 852 Bank Street (Beside “Booster Juice”, McHale’s Automotive). The GCA P.C. is waiting to hear from the City after having made several suggestions for revisions to the developer’s initial proposal to the City.
  • 667 Bank Street (at corner of Clemow, La Strada parking lot) This property is subject to Heritage Impact considerations and hence, the developer will submit a revised Heritage Impact statement and revised plans.
  • 774 Bronson – (“Textbook Suites”) The G.C.A. PC submitted comments to the City on this proposal and is now waiting for the developer to revise its proposal to the City
  • 770 Bronson – (Emilio Linda Automotive) The developer submitted their proposal to the City but has now put their application on hold.

Helpers for Membership Drive: Darlene, Sylvia, Scott, Carrie, Peggy, Doug Milne

During the blitz on Sunday, May 15th, Brenda sold four memberships, along with 3 renewals. Seven to eight surveys were filled out. Of all who answered the survey, not many cared about planning if they lived further away from Carling Avenue.

Darlene sold 4 renewals. Scott sold 2 new memberships.

Action: Continue to follow up on Memberships.

Sylvia raised the concern that we should stay involved in planning matters but she wonders how many resources we should still put into these matters when it does not seem that many people are reading The Glebe Report. This could be due to the fact that many do not receive it if they live west of Abbas’ Convenience store.

10. Parks – Darlene Charron

Cleaning The Capital“: Our annual spring cleanup on Saturday, May 7th was another success with 19 hardworking participants spending 1 to 2 hours picking up:

  • 20 Glad garbage bags of litter
  • 10 bags of leaves
  • 4 larger items

Darlene completed the Cleanup Report Form and called 311 to have everything picked up that Monday.

11. FCA Update – Scott Blurton

Scott has not been able to attend the April and may FCA meetings. Scott will attend the next meeting (AGM) in June. Scott will contact Lorne Cutler to organize a drop-off of our $30 cheque to pay the G.A.C.A. annual membership fees.

12. Glebe Report – Doug Milne (our “Reporter’)

Doug again took care of our May submission for the June issue.  Doug will be including  photos at our “Cleaning the Capital” event from May 7th and the winners of our draws.

Action #1: Scott will update the G.A.C.A. website with a link to the Glebe Report.

Action #2:  Sylvia will look into the “Mature Neighbourhoods” designation raised by the “Dow’s Lake Community Association” in the last issue. This would change the way in which certain planning rules are applied to the neighbourhood.

1. Call to Order:  The meeting was called to order at 6:35 p.m.

2. Welcome to All.

3. Approval of the Agenda

4. Motion to approve minutes from February 17th, 2016

**No meeting was held in March due to inclement weather and illnesses.

Sylvia Milne put forward a motion to approve the minutes. This was seconded by Brenda Quinlan.

5. Business arising from the previous meeting

i) Henry Lane Lighting

Peggy sent the councillor the information regarding the ownership of Henry Lane for purposes of lighting. The “Right of Way Lighting Policy” is dated September 9, 2015. Peggy received a response from the city today. The city responded that “any new lane lighting is not to be installed due to already existing lights at both ends of the lane.” The City claims it is not responsible for lighting inside the laneway.

Carrie noted that the lights on Henry street itself sometimes do not work. The problem/malfunction usually occurs on Thursdays.

She wishes the light at the east end of Henry Street was lower.

Sylvia asked for the exact finding in the safety audit. Peggy proceeded to list the audit finding. The date of the audit was October 2014.

Recently, there was a police report regarding an individual lurking in this area.

Action:  Sylvia has suggested that we send a delegation to meet with David Chernushenko regarding this issue. A sub-committee should  prepare for the presentation to David Chernushenko. Sub-committee to include Peggy, Stephanie, Maeve, Scott and Darlene.

Peggy will take pictures of the Lane to show everyone what is actually there.

Update: The sub-committee met at The Lakelander on Tuesday, April 26th.

Peggy and Stephanie will also meet with residents in the area on Thursday, April 28th.

A meeting date was set for Monday, May 16th at Henry Lane with David Chernushenko..

ii) Parks and Recreation

The first meeting with the Glebe Parks’ Association (planning for parks) was cancelled due to inclement weather. Darlene was unable to attend the re-scheduled one. She suggested that Sue Stefko would probably receive any updates and pass the information on to her.

No word has been received yet either on the empty lot across from 393, 391, 389 and 387 Bell Street South. Sue had been in contact with the MP. The land, originally owned by SNC Lavallin, (PWGSC) is now operated by Brownfield on a contract.

Sylvia introduces motion to reimburse Sue Stefko for Henry Lane ownership audit in the amount of $30. Seconded by Darlene. Approved by all on board. Chris writes up the cheque.

Action: Darlene will drop off the cheque at Sue’s house.

Cleaning The Capital“: Our annual spring clean-up is registered and scheduled for Saturday, May 7th with a rain date of Saturday, May 14th. Start time is 10:00 a.m. at Dalhousie South Park (343 Bell Street South).

The kit (at City Hall) was picked up by a new member (Debbie Tracey).

No BBQ this year.

Coffee and Timbits are being donated by Tim Horton’s on Bronson Avenue (thanks to manager Mitzi).

Sylvia will pick these up at 9:45 that Saturday.

Water is being donated by Abbas’ Grocery.

Action: Scott will send an email reminder to the membership list.

Sylvia has already dropped off a letter in person to the Glebe Collegiate principal asking for student volunteers.

Darlene suggested sending a Twitter message from the G.A.C.A. account to the high schools that students living in our area attend: Glebe, Immaculata, Notre Dame. She drafted messages with each school’s Twitter address and sent the email to David Perkins.

iii) Traffic/Safety – Peggy Kampouris

Action:  See update from May 18th meeting.

6. Treasurer’s Report – Chris McCann

We have a reserve fund of $500.

Operating Balance is $1070.

Membership Drive has not been done yet. See agenda item #7.

Chris put forward a motion to pay for the membership fees to the Federation of Citizen’s Associations of Ottawa- Fédération des associations civiques d’Ottawa (FCA-FAC)

Motion approved by board. Cheque for FCA in the amount of $30 was drawn up.

7. Membership – Brenda Quinlan

The board had agreed at the previous meeting to a membership blitz.

Brenda has already started the membership drive for The Lakelander. We have had enormous support from this building. We have never had a membership drive where each street was covered so Brenda suggested a two-hour membership blitz on Sunday, May 15th.

Helpers: Darlene, Sylvia, Scott, Carrie, Peggy

As part of this blitz, we might do a survey to find out how well we are serving residents.

Brenda had already forwarded an email to Scott for him to ask residents for assistance, but there has been no response.

Action: Brenda will look into contacting the condo board presidents for The Glasgow and Powell Lofts.

9. Planning and Development – Chris McCann

The city came up with a new parking policy. Closed now for comments. The new policy reduces demands for residents to provide parking (0.5 per unit per 0.3 per unit)

  • 774 Bronson Ave. – Numerous issues with the proposed development. Sylvia notes that it was developed for students, but not restricted to students. It was mainly marketed to students. Disclosure has changed. Twelve stories. Parking will be an issue.
  • 770 Bronson – Equivalent of 17 story building. Developer is proposing a 67% increase in height. Reduction of parking by 44%. Entrance on Carling, exit on Bronson. Retail operation on second floor of building. Has not gone to planning committee but closed for comment on Tuesday of this week.
  • Other developments are planned for Bank Street. A meeting is scheduled for tomorrow night, April 21st, in regards to 880-900 Bank Street. Sylvia and Scott will attend.

10. FCA Update – Scott Blurton

11. Glebe Report – Doug Milne (our “reporter’)

Deadline is this Friday (April 22nd). Doug will take care of our submission.  Maeve   suggested mentioning Henry Lane. Doug will also take photos at our “Cleaning the Capital” event on May 7th.

12. New Business – 

i) Jane’s Walk: Proposal for May 7th and May 8th.

Maeve suggested Brian Smith as a possibility as our neghbourhood’s tour guide or “Carl”.

Action: The executive recommended that we look into this event next year and develop a theme and a story.

ii) Drug Trafficking: There is suspicious activity happening behind building on Plymouth Street involving a black SUV. There is also suspicious activity happening in parking lot at corner of Bell Street South and Carling Avenue.

Action: The executive recommends that residents call police when illegal activity appears to be happening.
