GACA Board Meeting – October 18, 2017

1. Call to Order:  The meeting was called to order at 6:35 p.m.

2. Amendments/Approval of the Agenda

a) Amendment to Agenda:  Chris McCann
Motion to earmark $200 (base amount) to reserve fund.
b) Safety/Security: All Board Members.

3. Acceptance of Minutes of Last Meeting – September 20, 2017.

Moved: Sylvia moved that minutes from the September 20th meeting be adopted as amended.

4. Business Arising from Minutes

a) Flowers for Peggy Kampouris (our Traffic and Safety Director)
Scott purchased flowers for Peggy and left them on her doorstep.
Members of the board reinmbursed him.
b) Honorary Membership to be granted to owner of Mayfair Theatre for their support at our “Movie Night” in September.  “Thank You” card to be sent on behalf of the G.A.C.A.
c) “Thank You” card to be sent to Buccharist Credit Union for their support (coffee and donuts) at our “Fall Cleaning Event”.

5. Future of G.A.C.A

  • Possibility of combining Treasurer and Secretary roles?
  • New Board Members? Approach current association members and ask them to join the board due to upcoming “Retirements” from board.
  • Our Association was originally started due to concerns with height of development at 265 Carling. It was supposed to be a condominium but is now going to be a Seniors’ Residence (16 stories high with 4 floors of underground parking)
  • Next huge issue is the development slated for 289 Carling “Housing for Homeless”.
  • Why did we join with the G.C.A.? Directors’ insurance, use of Glebe Community Centre for meetings, possibility of accessing “more experts” in land development, etc.
  • Parks: Thanks to Sue Stefko, our community had a voice when it came to “Renewal Funds”. Dalhousie South Park was slated for renewal in 2017. We now know that “cash in lieu” funds are being contributed to our park’s revitalization as well.
  • Date of G.A.C.A. Membership Expiry: Should be April 30th

6. Annual General Meeting

  • Councillor David Chernushenko is confirmed for 7:15 p.m.
  • Jeannette Krabicka, Parks and Facilities Planning, City of Ottawa will also be there with the design lay-outs we approved at the last meeting.
  • Ask Joseph Federico, Dow’s Lake Resident Association, if he would like to speak about the future of 289 Carling?

7. Committee Reports

A. Treasurer’s Report- Chris McCann

Bank Balance at 18 October: $2100
Outstanding (uncashed) Cheques: $250
Reserve for G.C.A. Liability  ($2 Fee per G.A.C.A.member) Approx.  $144
Reserve for 2017 addition to Contingency Fund: $200

B. Planning: Sylvia Milne and Chris McCann

265 Carling – Taggart – Update 
A meeting was held September 21st at the The King’s Daughters and Sons’ Residence (567 Cambridge Street South) with the GACA community to discuss and show the revised plans. Chief Architect, ___________  and a Taggart Representative made the presentation.
Approximately 30 people were in attendance: These were mainly condo owners at The Lakelander and homeowners on Clemow Avenue, along with most members of the board.
Once the “Taggart people” left, Sylvia made her presentation. If we did not go with the concession to lower the height to 16 stories, we would then have to launch an OMB appeal which would cost in the neighbourhood of $60,000.
She discussed that she had consulted with 3 different lawyers about this future construction. None of the lawyers seemed to think we would win.

At 774 Bronson Avenue: 12 stories, 192 units
Nothing seems to be happening yet but traffic issues on Bronson and Carling will accelerate once construction begins.  Site Plan being modified?

C. Membership

Total is still at 68. In 2017, we had 102 members. In 2016, we were at 91 members.

D. Security/Safety

Car break-ins are on the rise. Again, we urge homewners/renters in our area to report any suspicious behaviour to Ottawa Police at 613-236-1222 (non-emergency reports) or online at: https://www.ottawapolice.ca/en/contact-us/Contact-Us.asp
Thank you to Constable Stephanie Lemieux, Community Police Officer,  for all of her work on our behalf in regards to recent incidents. (ie. party in our neighbourhood).
