Notice: Trillium Pathway Phase 3 Functional Design Study (Carling Avenue to Dow’s Lake)

Please find enclosed below the following call for input from the City of Ottawa regarding the expansion of the Trillium Pathway across Carling Avenue and to Dow’s Lake.

The City of Ottawa has initiated a functional planning study to complete the multi-use Trillium Pathway between its current southern terminus at Carling Avenue and the National Capital Commission’s pathway at Dow’s Lake. The extension to this facility is identified as a Community Connectivity project in the approved Strategic Initiatives of this term of Council (2015-18).  In addition, the design further develops the cross-town bikeway that links to the south urban community along Prince of Wales Drive, as described in the Ottawa Cycling Plan of 2013.  It further improves connectivity to the O-Train Trillium Line’s Carling Station from the south.  This project is in partnership with the National Capital Commission.  This project is also supported financially by the federal government’s Public Transit Infrastructure Fund.

The purpose of the project is to address a missing cycling link for recreational, utilitarian and commuter users at an important junction of several routes, as well as to complete the Cross-town Bikeway #6 at this location.

A recommended functional design concept is being identified, based on technical feasibility, affordability and community input.

Project Timing

The project is currently in the functional planning study phase which will be completed in the spring of 2017. A construction timeline will be identified after completion of detailed design.

A plan view and a 3-D rendering of the proposed cycling and pedestrian facilities are shown in the provided drawing.

Proposed is an upgrade of the existing crushed-stone trail running parallel to the O-Train to an asphalt multi-use pathway (MUP) of standard 3-m width.  Between this MUP’s new endpoint at Prince of Wales Drive and the intersection with Preston Street, raised cycle tracks and improved sidewalk will be provided.  In addition, conversion of existing eastbound on-road bike lane to raised cycle track is proposed for the segment of Prince of Wales Drive immediately to the west of the O-Train Trillium Line.

Two courtesy crossings of Prince of Wales Drive with central median refuge will facilitate connections along pedestrian and cyclist desire lines while eliminating the need for cyclist dismounts.  These crossings will not be signalized.
